In a large mixing bowl, combine the thawed zucchini, grated cheese, flour, eggs, chopped green onions, garlic powder, salt, and black pepper. Stir until all ingredients are well incorporated and a thick batter forms.
Heat a generous amount of oil in a skillet over medium heat. You want enough oil to cover the bottom of the pan for frying.
Once the oil is hot, scoop about 1/4 cup of the zucchini mixture and carefully place it in the skillet. Flatten it slightly with the back of the spoon to form a fritter. Repeat with the remaining mixture, verifying not to overcrowd the pan.
Fry the fritters for about 3-4 minutes on each side, or until they're golden brown and crispy. Use a slotted spatula to flip them gently.
Once cooked, transfer the fritters to a paper towel-lined plate to drain excess oil. Serve warm with your favorite dipping sauce, such as sour cream or tzatziki.
